Returns the language supported by the current FragmentState.

Returns an int containing an identifier for the language used by the current FragmentState.
Remarks
The value of LangId are those used with the Windows Speech API (SAPI) and are generated from the "xml:lang" attribute on SSML input to a speech synthesizer engine.
