When overridden in a derived class, gets the value of the attribute.

Exceptions
An XmlReader method was called before a previous asynchronous operation finished. In this case, InvalidOperationException is thrown with the message "An asynchronous operation is already in progress."

Remarks
This property does not move the reader.
If the reader is positioned on a DocumentType
node, this method can be used to get the PUBLIC and SYSTEM literals, for example, reader["PUBLIC"]
