    Will the native XPS API be available downlevel on Vista clients?

    Not planned at this stage & unlikely (although you might want to send email to xpsinfo with details of a business case). There is managed code API support available back to Windows XP via .Net (also accessible from Win32 via interop) as well as third party solutions.
