Returns a value that indicates whether the specified rune is categorized as a decimal digit.

The rune to evaluate.
Returns
true
if value
is a decimal digit; otherwise, false
.
Remarks
This method is equivalent to querying GetUnicodeCategory(Rune) and comparing the result against DecimalDigitNumber.
