Performs a delete operation by using the specified keys and old values.

Parameters
- keys
- IDictionary
The row key values for the records to be deleted.
- oldValues
- IDictionary
The row values that are evaluated to detect data conflicts.
Returns
The number of objects or rows that were deleted from the underlying data source.
