NCE license-based preview price list will display false positives in countries/regions where there are no FX changes

In August, partners might see false positives on the NCE license-based price list preview for countries or regions not affected by the FX rate changes.

As expected, beginning August 1, 2023, the August NCE license-based preview for Australian dollars (AUD), New Zealand dollars (NZD), Canadian dollars (CAD), and Swiss francs (CHF) will show the products that will change price in September due to the FX rate change. However, the same products will also show (as false positives) on the price list preview of the countries or regions that aren't affected by the FX rate changes.

As enterprises choose hybrid and multicloud environments as part of their IT strategy, they struggle to control and govern increasingly complex environments that use different sets of tools and technologies. Azure Arc-enabled SQL Server simplifies governance and management by using a single point of control to extend Azure services to SQL Server instances hosted outside of Azure. These services might be in on-premises data centers, in edge site locations like retail stores, or on any public cloud or hosting provider.

Now live: New order history states and eligibility of subscription upgrades

We've introduced two new states to the Partner Center Order history page and Order APIs. We've also added the ability to view subscription eligibility for upgrades.

Order history states

Two new order states are available in the Partner Center Order history page and Order APIs, including Get an order by ID and Get all of a customer's orders:

  • Suspended: The order is suspended. Partners suspend a subscription to temporarily make the services not usable to customers. The transacting partner continues to be billed. To learn more, see: Subscription lifecycle states - NCE suspended.
  • Pending Review: The order is pending secondary review. You might be required to upload documentation. See Secondary deal review training deck to learn what to expect if your deal is selected for a secondary deal review.

Eligibility of subscription upgrades

The Partner Center Upgrades page and Get transition eligibilities API response now provide subscription eligibility to make it easier for partners to understand which subscriptions are eligible to upgrade to. For ineligible subscriptions, partners will see the reason why, including:

  • Subscription isn't active.
  • Subscription is within cancellation window.
  • Subscription term duration is shorter than the source subscription's term duration.
  • Subscription term end date is before the source subscription's term end date.

Monthly update: Important actions partners need to take to secure the partner ecosystem

Important capabilities and updates to improve your security posture and protect your customers' tenants are now available.

  • Impacted audience: Direct bill partners, indirect providers, and indirect resellers transacting through the Cloud Solution Provider (CSP) program and with advisors

Granular delegated admin privileges (GDAP) milestones reminder

  • Transitioning delegated admin privileges (DAP) relationships to GDAP roles—Microsoft has begun transitioning DAP relationships to GDAP roles.
    • Based on partner feedback, we've added the global reader role to the Microsoft-led transition roles list. Partners will now get nine roles as part of the Microsoft-led transition. The global reader role is added to the Admin Agent security group. Take note that for GDAP relationships created by Microsoft in May, the global reader role has already been added.
    • GDAP roles created during this transition will be granted for a one-year duration.
    • DAP removals during the Microsoft-led transition:
      • For GDAPs created by partners using either a partner-led tool—Partner Center UI or API—DAP relationships will be removed by the end of July 2023.
      • For GDAPs created as part of the Microsoft-led transition, DAP relationships will be removed 30 days after GDAP is created.
      • For DAPs transitioned to GDAPs by Microsoft in May, DAP relationships will be removed by end of July 2023.
      • When DAP creation is stopped for new customers in September 2023, Microsoft will remove any remaining DAPs.
  • Creating new customers—DAP is currently granted when a new customer tenant is created. Starting September 25, 2023, Microsoft will no longer grant DAP for new customer creation and will instead grant default GDAP with specific roles. The default roles vary by partner type; you can find the latest default roles in this FAQ.
  • The bulk migration tool will be available through the end of November 2023.

Actions that partners should continue

  • Requesting GDAP—If admin access is required for a customer tenant, the person with the admin agent role within the partner organization should request, and the customer should approve a GDAP relationship with the appropriate Microsoft Entra roles.
  • Disabling DAP—If admin access isn't required, the person with the admin agent role within the partner organization should review the DAP monitoring report and disable DAP relationships immediately. If admin access is needed, the partner should complete the GDAP setup, and then disable DAP. DAP can be disabled in bulk using the bulk migration tool.

Other security updates

  • Partners can now request a quota increase using the self-serve tools. We've enabled a self-serve capability for Cloud Solution Provider (CSP) partners to request a quota increase on their customers' Azure subscriptions. Partners can request quota using the Azure portal or Quota - Update - REST API. For security reasons, quota requests are only allowed by CSP partners and not by customers. Partners need to request using the admin on behalf of (AOBO) permissions to enable their customers to make quota requests.
  • The following DAP-to-GDAP parity features are now available:
    • Exchange Admin Center has made the following available with GDAP, with updated Microsoft Learn documentation:
      • Organization—Sharing
      • Public folders—Mailbox
    • The guest inviter role has been fixed and now works with other workloads.
    • Partners can now search for users in the Microsoft Entra admin center.
    • Partner Center: The View all resources on Azure portal link is available under Subscriptions.
  • We recommend partners who are using the partner-led tool or creating new GDAPs select the privileged authentication administrator Microsoft Entra role so they can reset the password and authentication method for a user (admin or non-admin). This will be provided to GDAPs created during the Microsoft-led transition, as well as default GDAPs granted during new customer creation starting in September 2023.
  • Starting September 25, 2023, DAP will no longer be available with reseller relationships. The updated Request Reseller Relationship link will continue to be available in Partner Center UI and the API contract "/v1/customers/relationship requests" property URL will continue to return the invitation URL to be sent to the admin of the customer tenant.
  • Creating support tickets—For a quicker turnaround for DAP-to-GDAP parity issues, partners should create tickets via the customer portal or through Partner Center for Partner Center-related issues.
  • New customer FAQ available—We've created an FAQ to help partners address questions around DAP and GDAP with their customers.
  • Updated technical training for partners is now available. It consists of a one-hour live webinar, followed by a modular on-demand training program that partners can take at their own pace. You can register for the live webinars and then take the on-demand training (the access code will be shared during the live webinar) which includes the following articles:
    • Securing identities in the cloud and implementing Office 365 security
    • Securing workloads in the cloud with Microsoft Defender for Cloud
    • Securing cloud workloads with Azure Network security and XDR
    • Managing your security posture in the cloud and defending against threats on endpoints

Microsoft's commitment to ensuring partner compliance - resending with corrections

This resent communication aims to notify partners that Microsoft will enhance our approach to remediating compliance failures by our partners.

This announcement contains corrections to the July 3, 2023 announcement.

We're committed to winning in the market ethically and in compliance with the laws and regulations of the countries/regions in which we operate. Our values are enshrined in our Standards of Business Conduct: respect, integrity, and accountability. As such, we expect our partners to embrace and continually improve on these values. Our expectations and integrity standards and policies are outlined in our Partner Code of Conduct and partner contracts.

We have enhanced our programs to ensure that our partners and suppliers adhere to the compliance requirements set forth in our contracts and Partner Code of Conduct. Part of this approach is to address noncompliant behavior by our partners more effectively. Partners that continue to exhibit compliance violations will be required to participate in Microsoft's Partner Accountability and Remediation program - a multistep program of work designed to improve a partner's compliance capabilities.

Other actions to address persistent noncompliance violations include, but aren't limited to the following:

  • Further training
  • Pause in future discretionary incentives/investments
  • Partner's repayment to Microsoft of incentives earned through noncompliant behavior
  • Deauthorization from certain Microsoft partner programs
  • Removal of noncompliant partner(s) from Microsoft's partner ecosystem.

To help our partners along their compliance journey, we have also developed and improved our partner compliance training and readiness offerings. This includes direct-to-partner engagement on compliance-related articles, compliance readiness materials, and online training offerings. ISV partners can now create private offers for SaaS and VM products with customized attributes

Independent software vendor (ISV) partners are now able to create private offers for their SaaS and VM software reservation products with customized attributes.

Previously, ISVs could only provide discounted pricing to their customers as part of the private offers capability and with the other attributes remaining the same as those of the publicly listed plan. With this launch, you'll now be able to create private offers to sell your software-as-a-service (SaaS) and virtual machine (VM) products by customizing:

  • Quantities for SaaS custom meters and SaaS seat count
  • Quantities, price, term duration, and billing frequency for VM software reservations

This capability to create SaaS and VM software reservation private offers with customized attributes is also supported within multiparty private offers.

Next steps

Ensure that, as an ISV partner, your solutions are transactional on the marketplace, that you can understand and use current private offer capability, and have built relationships with customers to provide them with customized private offers for SaaS and VMs.

New specializations for Solutions Partners in the Microsoft AI Cloud Partner Program

On July 11, 2023, Microsoft added new specializations to the Business Applications, Digital and App Innovation, and Data and AI solution areas.

Effective July 11, 2023, we've changed specializations in the Microsoft AI Cloud Partner Program.

New specializations

Microsoft has added three new specializations to the Business Applications, Digital and App Innovation, and Data and AI solution areas:

  • Build and Modernize AI Apps with Microsoft Azure: Showcase your expertise in building intelligent apps across Apps, Data, and AI.
  • Business Intelligence: Confirm your ability to help customers get the most out of their data and implement enterprise BI solutions with Power BI interactive reports, real-time dashboards, and powerful analytics.
  • Intelligent Automation: Demonstrate expert capabilities delivering end-to-end business process transformation for customers with Power Automate.

Earning a specialization validates and differentiates partners' expertise in delivering specific services in areas with high customer demand. These new offerings benefit partners in the Microsoft AI Cloud Partner Program with a Solutions Partner designation who can demonstrate deep knowledge and proven success in a specific area.

Renamed specialization

Additionally, as a measure to illuminate our services, we've renamed a specialization currently in market. Modernization of Web Applications with Microsoft Azure is now Migrate Enterprise Applications to Microsoft Azure effective July 11, 2023.

Achieving the new specializations benefits partners by helping to streamline processes with innovative services that simplify the market, build opportunity, and affect recurring revenue streams. Partners who earn a specialization have a customer-facing label displayed on their business profile, gain access to specific go-to-market offerings, and are prioritized in customer searches in the Microsoft AppSource.

Partners who have earned the Modernization of Web Applications with Microsoft Azure badge can download the new badge called Migrate Enterprise Applications to Microsoft Azure by signing up in Partner Center and updating their sales and marketing materials.

Next steps in CSP new commerce: Commercial legacy seat-based subscription migration and introduction of public sector offers

In fiscal year 2024, Microsoft is taking two important steps toward the retirement of the CSP legacy commerce platform. Beginning in November 2023, public sector (academic, government community cloud [GCC], not-for-profit [NFP]/charity) offers will be available in new commerce for new and renewing customers. Starting in January 2024, Microsoft will begin automatic migration of all renewing commercial and public sector customers to new commerce.

CSP commercial legacy subscription migrations

CSP partners have been steadily migrating their commercial legacy customers to new commerce since October 2021. We know that managing customers' business on two platforms is burdensome. Based on partner requests for help, from January 2024, Microsoft will begin migrating commercial legacy seat-based subscriptions to new commerce. All legacy subscriptions that Microsoft migrates to new commerce will be set to an annual term, with the same billing plan and seat counts that the customers had in legacy. The Microsoft-led migration will occur on the date of subscription renewal, starting with all subscriptions renewing in January 2024 and continuing throughout the 2024 calendar year. Partners will have seven days after migration is complete to change the subscription term and/or quantity or cancel the subscription, if necessary.

We recommend that you manage your customers' migrations. If your customers want monthly subscription terms in new commerce instead of annual terms, you should migrate them before the legacy subscriptions reach their end of term in 2024. The benefits of proactively migrating customers' subscriptions include the ability to amend terms and conditions and socialize this change with indirect resellers and others in the partner's ecosystem.

The chart offers a timeline view of the CSP legacy migration plan. Partners can find the list of CSP legacy offers available for new commerce migration in the legacy offer matrix in the Partner Center Pricing workspace. The list currently displays only legacy commercial offers. Public sector offers will be added in November 2023 as the details are finalized for their migration to new commerce. Over the course of the 2024 calendar year, Microsoft will share the timeline for migration of all remaining CSP legacy offers. Our intent is to ensure a Microsoft-led migration path for each CSP legacy offer at the time of renewal, starting with renewal dates in 2024 and beyond.

Microsoft is pleased to announce that public sector subscriptions, which include academic, GCC, and NFP/charity, will be ready for partners to move to new commerce starting in November 2023. We encourage partners to work with customers on a plan to move their subscriptions to new commerce starting in November to allow them to set the subscription terms that work best for their customers.

As is the case with commercial offers, starting January 2024, Microsoft will begin migrating legacy CSP public sector offers to an annual term in new commerce with the same billing plan and seat counts that the customers had in legacy. CSP partners whose customers want monthly terms in new commerce should migrate those customers' subscriptions with the desired details in place (such as terms and seat counts) before the 2024 renewal date. Otherwise, partners will have seven days after the Microsoft-led migration is complete to change the subscription details or cancel it if necessary.

In November 2023, the list of CSP public sector legacy offers available for new commerce migration will be reflected in the legacy offer matrix in the Partner Center Pricing workspace.

Partners can migrate subscriptions now by referencing the Migrate subscriptions to new commerce page and following the steps outlined in Partner Center.

To support partners with the migration effort, we'll schedule technical training sessions and CSP Spotlight online webinars in October, November, and December. These learning sessions will give partners a comprehensive view of the details involved in migration. Look for an update in September 2023 featuring a schedule of migration-focused events.

Introductory pricing for Teams Premium extended!

The introductory pricing for Teams Premium is extended until December 31, 2023.

We're excited to announce the $7 USD estimated retail price (ERP)/user/month introductory price for Teams Premium has been extended to December 31, 2023. Teams Premium prices will increase to standard pricing for new customers upon the end of the introductory pricing period.

This offer continues to be available worldwide to Commercial (including WW Commercial Public Sector), nonprofit (standard discounting applies), GCC in the following channels: Enterprise Agreement (EA)/Enterprise Subscription (EAS), CSP, Online (Web Direct).

Teams Premium is available as an add-on, per-user per-month offering to commercial Microsoft 365 and Office 365 licensing.

This communication aims to make partners aware of enhancements to the consequences for partners who violate Microsoft's partner compliance requirements.

Our expectations and integrity standards and policies are outlined in our Partner Code of Conduct and partner contracts.

To ensure we can operate in global markets and meet the high standards for compliance set by ourselves and our regulators, we're continuously evolving our risk and compliance posture. Accordingly, we have enhanced our programs to ensure that our partners and suppliers adhere to the compliance requirements set forth in our contracts and Partner Code of Conduct. Part of this approach is to increase penalties for noncompliant behavior by our partners. Partners with repeated instances of noncompliance will be required to participate in Microsoft's Partner Accountability and Remediation program - a multistep program of work designed to improve a partner's compliance capabilities. Partners who enter this program because of multiple infraction occurrences might have their incentives payments withheld until Microsoft determines that they've successfully completed the program. Failure to participate in this program might result in offboarding from Microsoft's partner programs.

Other penalties for compliance violations include but aren't limited to the following:

  • Required training
  • Loss of incentives
  • Partner's repayment to Microsoft of incentives earned through noncompliant behavior

In certain cases, Microsoft might revoke a partner's authorization to sell in certain Microsoft partner programs or remove noncompliant partners from Microsoft's partner ecosystem.

This includes direct-to-partner engagement on compliance-related topics, compliance readiness materials, and online training offerings. Immediate action required for Microsoft Teams Rooms licensing enforcement

Beginning July 1, the Microsoft Teams Rooms licensing policy enforces mandatory Teams Rooms licenses.

As previously communicated, Teams Rooms devices, including those using Personal Mode and the Teams application on Surface Hub and Teams Panels are blocked from signing in without a valid Teams Rooms license. To prevent imminent service disruption, work with your customers to provision and activate either a Teams Rooms Pro ($40), Teams Rooms Basic ($0 / max 25 devices), Teams Rooms Premium, Teams Rooms Standard, or Teams Rooms Shared Device license (panels only) before the deadline.

For Teams Panels, customers need to provision a Teams Shared Device license for those accounts where a Teams Panel is deployed to a space where there's no Teams Room or Surface Hub in the room. Also, from July 1, 2023, access to the Teams Rooms Pro Management Portal will be restricted to those customers holding an active Teams Rooms Pro or a legacy Teams Rooms Premium license.
