According to the Microsoft article here, if you remove all of your previous security information and replace it with something new, your account will be put into a restricted state for 30 days. Microsoft cannot expedite the 30-day waiting period.

So, you have two options here:

1. Wait 30 days for the new security information to update, then reset your PIN. (OR)
2. Run a System Recovery - This will reset your PC to factory defaults, and all of your files will be deleted from the HDD.

If you go with option 2, at least you can use your computer; here are the steps you will have to follow:

1. Turn off your computer.
2. Turn it on, and when you see the Manufacturer or Windows logo, turn it off.
3. Then, turn it ON again. Repeat the same process for 2 times.
4. On the third time, your PC will boot into the WinRE environment.
5. Select Troubleshoot > Reset this PC > Remove everything and proceed with local reinstallation.
6. Make sure you set up your device using another Microsoft account to use your device.
