To determine the required Client Access Licenses (CALs) for connecting 80 devices to two servers running Windows Server 2025 Standard, please follow these guidelines:

1. Whether you choose Per Device CALs or Per User CALs, each device or user accessing the servers must have a valid CAL. There is no fixed limit on the number of CALs - you simply need enough to cover all actually used devices/users.

2. When the same device/user accesses multiple servers, only one CAL is required. Therefore, the number of terminal servers is irrelevant. Even with two servers, the total number of CALs needed remains 80.

Conclusion: 80 devices require 80 Per Device CALs.

Additional note: If these 80 devices are shared by fewer than 80 users, purchasing Per User CALs would be more cost-effective.
