When IMS instant lettering is available for a carrier (see #KEY_CARRIER_INSTANT_LETTERING_AVAILABLE_BOOL
), determines the character encoding which will be used when determining the length of messages. Used in the InCall UI to limit the number of characters the user may type. If empty-string, the instant lettering message size limit will be enforced on a 1:1 basis. That is, each character will count towards the messages size limit as a single byte. If a character encoding is specified, the message size limit will be based on the number of bytes in the message per the specified encoding.
