The client has requested the text description of the policy algorithm.

The CA MUST return the value of the Config_CA_Policy_Description datum. The returned value MUST be returned as a [UNICODE] string through a CERTTRANSBLOB (section 2.2.2.2) structure.

If the CA does not implement the Config_CA_Policy_Description datum, it MUST return a NULL [UNICODE] string through a CERTTRANSBLOB structure.
