Comentários

Esse método lida corretamente com valores de ponto flutuante e, portanto, 3.0 retornará true enquanto 3.3 retornará false.

Um valor retornado de false não implica que IsEvenInteger(TSelf) retornará true. Um número com uma parte fracionária, por exemplo, 3.3, não é igual ou ímpar.
