Determines if the control builder needs to get its inner text.

true if the control builder needs to get its inner text. The default is false.
Remarks
The SetTagInnerText method needs to be called when we are in design time. The NeedsTagInnerText method returns the value of the InDesigner property of the base ControlBuilder class.
