Retorna o atual referência tempo, em unidades 100-nanosecond.
Remarks
GetPrivateTime Representa o real relógio.
GetTime é a função membro usados externamente.
Classes derivadas provavelmente irá substituir esse método, mas não GetTime próprio.
O apontar importante sobre GetPrivateTime é que ele tem permissão para vá com versões anteriores.
