Microsoft Project 2013 - drawings do not arrange

In Microsoft Project 2013 (Standard or Professional) you can insert Drawings into the Gantt Chart from the Format tab, the Drawings menu. 

However, when you attempt to Arrange any of the objects (choosing Bring to Front, Send to Back, Bring Forward or Send Backward) the feature will not work. The only option to achieve this is by cut and pasting the objects in order to change their layer.

This is a limitation of this version of the Microsoft Project 2013 client application. This functionality works seamlessly in Project 2010 and earlier versions.
