    The upgrade isn't there now.  HTC had the ROM upgrade available breifly.  Then they removed the upgrade but left the page declaring that 6.1 was available.  Now the page that was declaring WM6.1 is gone and refers to the WM6.0 rom from February. A few people had success in getting the 6.1 ROM image. I plan to check back with the site throughout the week.

    The ATT Tilt upgrade you point to is NOT 6.1, but the previous rom upgrade.
