В примере создается MutexSecurity объект и добавляются правила, разрешающие и запрещающие различные права для текущего пользователя. Комментарии

Если указанное правило имеет значение Allow, результатом этого метода является удаление всех Allow правил для указанного пользователя, заменив их указанным правилом. Если указанное правило имеет Deny, все Deny правила для указанного пользователя заменяются указанным правилом.

Если нет правил, пользователь которых соответствует AccessControlType указанному правилу, rule добавляется.
