Provides COM objects with version-independent access to the IsMulticast property.

true if the delegate is an instance of a multicast delegate; otherwise, false.
Remarks
This method is for access to managed classes from unmanaged code and should not be called from managed code.
The IsMulticast property gets a value indicating whether the event is multicast.
