I want to apologize if you encountered this issue. I understand you have a problem with windows updates stuck at 0% download.
** Run the Windows Update Troubleshooter
Windows 10: Select Start> Settings> Update & Security> Troubleshoot, then select Windows Update under Get up and running, and then select Run the troubleshooter.
** Make sure Windows Update and Background Intelligent Transfer services are available and running.
Click Start, type services.msc in the Start Search text area, and then click services.msc in the programs list.
If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
Double-click Background Intelligent Transfer Service.
If the Startup status lists Stopped, click Start and then click OK.
If the status is Running, click Restart
Double-click Windows Update.
If the Startup status lists Stopped, click Start and then click OK.
If the status is Running, click Restart
Double-click Workstation.
If the Startup status lists Stopped, click Start and then click OK.
If the status is Running, click Restart
Close the Services window and try to install updates again.
** Rename Software Distribution Folders
Note: Before trying to rename the folders, please disconnect in the Internet first or Turn on Airplane mode then restart your computer.
From Start, search for cmd
Select Command Prompt (with the Run as Administrator option) from the results
At the Command Prompt, type the following commands one at a time.
After each, select Enter. Let the command complete before typing the next command.
net stop wuauserv
net stop cryptsvc
net stop bits
net stop msiserver
ren% systemroot% \ software distribution software distribution.bak
ren% systemroot% \ system32 \ catroot2 catroot2.bak
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
After all these commands are completed , close the Command Prompt window and restart your computer.
Please try again to run the Windows Update.
If it doesn't work, Kindly try to use the media creation tool.
It will definitely help in resolving update errors.
Performing this can repair broken operating system files while preserving your personal files, settings and installed applications.

Download the media creation tool and save it to your computer.
Open the MediaCreationTool2004 tool and Accept the License terms.
Select Upgrade this PC now and make sure to select Keep personal files and apps.
It might take some time to install Windows 10. Your computer will restart in a few times, Make sure you do not turn off your PC.
