Verifies that the RuleAction is configured correctly and has no errors.

Returns

true if the RuleAction had no errors; otherwise, false.

Remarks

If the RuleStatementAction contains errors (the Validate method returns false), then RuleValidation.Errors will contain the list of errors encountered.
