An empty string returns DateTime.MinValue.
The current implementation uses Parse internally, and also uses the following DateTimeStyles: DateTimeStyles.RoundtripKind | DateTimeStyles.NoCurrentDateDefault | DateTimeStyles.AllowLeadingWhite | DateTimeStyles.AllowTrailingWhite
