微软 to do 软件， 如何设置成 24小时制

我个人测试了下，即使设置Windows 的时间格式，微软帐户/组织帐户的时间格式，在网页版，和UWP 版依然能复现这个问题。

在上面的论坛我也搜到了类似的问题：Microsoft Todo time format not matching OS time format，要等微软修复。
