I found that w32tm is not accurate enough for a linux ntp client

I am trying to use ntpq(on linux) client to connect the NTP server(on Windows 10). It went well while I run ntpd.exe on windows(the root disp is 10). But while I use w32tm as an NTP server, the rootdisp on my linux NTP client is 10000(by default this number shouldn't exceed 1500).
For either of these NTP server, the time source is local CMOS. Why w32tm has a bad job on accuracy? Isn't it meet RFC5905's requirement?
