首先您说的禁止开启热点，是指的Windows 10上的手机热点功能把（将Windows 10的网络共享给其他客户端使用）？
如果是的话，可以参考以下连接中的组策略和注册表方式去禁用。

此外，对于禁止连接热点，这个可以通过设置无线网白名单，以及阻止所有白名单以外的无线来实现。

netsh wlan add filter permission=denyall networktype=infrastructure
