如果 DecodePixelHeight 还设置，则忽略位图的纵横比。 如果未 DecodePixelHeight 设置，纵横比保持不变。
JPEG 和可移植网络图形 (PNG) 编解码器本机将图像解码为指定大小;其他编解码器按原始大小解码图像，并将图像缩放为所需大小。
