Error 715-123130 when downloading the Windows 11 ISO is typically caused by blocked or restricted access, often due to VPNs, anonymous/location-hiding tools, or similar network configurations.

To resolve the issue and download Windows 11 for recovery:

  1. Disable VPN or anonymous network tools
    • Turn off any VPN, proxy, or other location-hiding/anonymous connection tools.
    • Close the browser completely and reopen it.
    • Try the download again from the Microsoft Windows 11 download page.
  2. Clear browser cache and retry
    • Clear the browser cache and cookies.
    • Restart the browser.
    • Attempt the ISO download again.
  3. Use the Media Creation Tool (alternative method)
    • If direct ISO download still fails, use Microsoft’s Media Creation Tool from a working PC:
      1. Download the Media Creation Tool from Microsoft.
      2. Run the tool as an administrator.
      3. Accept the license terms.
      4. Select “Create installation media for another PC” and click Next.
      5. Choose the appropriate language, edition, and architecture.
      6. Select “ISO file” to save the ISO, or “USB flash drive” to create bootable media directly.
    • Use this ISO/USB to reinstall or repair Windows 11 on the crashed laptop.

If the error persists even after disabling VPN/proxies and clearing cache, contact Microsoft Support and provide the message code 715-123130 for further assistance.

Hello, thank you for reaching out to Microsoft Q&A.

Could you please check whether you experience the same issue when using a different web browser or an incognito/private browsing window?

Please also make sure that any VPN or proxy connection is turned off, and try connecting your device to a different Wi‑Fi network to see if you are then able to download the file.

If you are still experiencing issues, you can use the link below to download the ISO file, which is generated directly from the official Microsoft website.
