we are not moving forward with the concept of "Programs".
What was your intended use of the Programs? Was it to logically group reviews you create? Looking for a way of delegating access/rights to reviews?

I recently created a new Program and then created an Access Review from within the Program itself. However the reviews always end up being associated to the Default Program.
Is there a way to change the Program association for a review?
I also tried following the documentation here but there is no Program or Link to Program.

I am a global admin but it seems my interface is completely different to yours. I've accessed the blade through both Azure Portal and AAD - both are the same.
It looks like someone forgot to include the link to select a Program in the modern interface.
Select Teams + Groups.
Select Reviewers etc.
Select Settings.
Review + Create
You need to be a global admin to update the program and you can follow the instructions here.
Each tenant that has onboarded Azure AD access reviews has one program, "Default program." A global administrator can create additional programs.
Under the Access Review creation page you should be able to link to the newly created Program under "Programs."
