Besides the office program, does the shortcut key of other programs also have this problem?
What's the version of your Outlook 365? (File > Office Account > About Outlook). Please make sure you have upgraded your Outlook to the latest version.
According to your description, I noticed that this issue occurred with 6-7 HP laptops, did this issue occur recently? If so, did those users carry out any special operations before that?
Considering that this issue only occurs in these special users, it is recommended that you compare their computers with those of other users and check whether there are any differences, such as the installation of some anti-virus software, some third-party programs, etc.
With a total re-install of office, the problem gets solved for about 1 day at max, and then issue returns and the same “hotfix” has to be redone.
It seems that the problem is related to the environment of those users, not the office program itself, please try to perform a clean boot for windows and check if the issue still occur.
