Determines whether this serializer can read the <KeyIdentifier>
element referred to by the specified XML reader. Called by the base class.

Remarks
Classes that derive from the SecurityTokenSerializer class must override the CanReadKeyIdentifierCore(XmlReader) method. The CanReadKeyIdentifier(XmlReader) method calls the CanReadKeyIdentifierCore method.
