Gets a collection of integers indicating the set of values in the 'skipHours' element for the feed.

Remarks
When serialized to RSS 2.0, the SkipHours property is written to a <skipHours>
element
with subelements for each integer in the collection. Valid integer values are between 0 and 23 inclusive.
