If you still want to continue with the program, the official path forward is to sign up for a new Microsoft 365 Developer subscription from the official program website. Please note that it does not have permanently free using, you have to qualify again for renewing.

1.You can use Power Apps per-app plan trial:
Microsoft offers a free 30-day trial of the Power Apps Per-App Plan, which includes full access to Dataverse and model-driven apps.

2.You may try Microsoft Learn Sandbox modules. Microsoft Learn provides interactive modules with temporary sandbox environments where you can practice without needing a full tenant. Here is recommended learning path that you may consult:
