Eligible Microsoft 365 Developer Program members can request a Microsoft 365 E5 developer subscription to create a sandbox for developing solutions independent of their production environment. You can build Microsoft Teams apps, Office Add-ins for Word, Excel, PowerPoint, or Outlook, or SharePoint Add-ins, using Microsoft Graph, the SharePoint Framework, Power Apps, and more. You also get access to Microsoft Intune.

Microsoft 365 Developer Program eligibility overview
Use the following quick reference to see if you are eligible.
Important
A Microsoft 365 enterprise or production subscription and a Microsoft 365 Developer Program sandbox are separate subscriptions and environments. Having an enterprise or production subscription does not automatically create, replace, or qualify you for a Microsoft 365 E5 developer sandbox. You must join the Developer Program, meet the requirements for an eligible qualification path, and provision the sandbox through the Developer Program dashboard.

Complete Developer Program onboarding
Developer Program onboarding has two stages. First, join the program and create your membership. Then, after your eligibility is confirmed, request and provision your Microsoft 365 E5 developer sandbox.
Join the Microsoft 365 Developer Program
Important
If you're a paid Visual Studio subscriber, we recommend that you join the program by activating the benefit through the Visual Studio membership portal. For details, see Join with Visual Studio.
Go to the Join the Microsoft 365 Developer Program page.
In the upper-right corner, choose Sign in to sign in with your Microsoft account or Microsoft Entra-enabled email.
Note
The following sign-in options are not supported:
- Phone numbers.
- Email accounts with the *.onmicrosoft.com domain.
If you're signed in with one of these options, you'll get an error message and will need to sign in with a supported email account. For more information, see What account can I use to sign up for the Developer Program?
Remember the email account that you sign in with. You'll sign in to the Developer Program dashboard with this account. This account is different than the admin ID that you'll use for your Microsoft 365 developer subscription.
After signing in, choose Join now.
On the Microsoft 365 Developer Program Signup page, complete the following fields in the online form:
- Contact Email
- Country/Region
- Company
Review the terms and conditions. You'll need to select the check box before you can join.
Optionally, select the I would like to hear from the Microsoft 365 Developer Program check box if you want to hear from Microsoft about new capabilities and other updates.
Choose Next.
On the Microsoft 365 Developer Program Preferences page, let us know your preferences so we can personalize your experience, including:
- The industry that you work in.
- The type of applications or solutions that you're interested in developing.
- Products, technologies, and programming languages that you're interested in.
When you're finished, choose Join. Your preferences appear on the next page in the top right, and you will see a Welcome message and will receive a welcome email.
Set up a Microsoft 365 E5 developer sandbox
After you join the Developer Program, complete the eligibility and sandbox setup steps:
- Sign in to the Developer Program dashboard with the account that you used to join the program.
- Complete the eligibility process for one of the qualification paths listed in the eligibility overview.
- Complete any identity or eligibility verification requested by Microsoft.
- When Set up E5 subscription appears on your dashboard, select it and complete the instant sandbox setup, including any required billing verification, and create the administrator username and password for your new sandbox tenant.
