- It is currently attached (as primary address or alias) to some Microsoft account that is not accessible from the current sign-in, or
- It was previously used as an alias or account and then removed, making it permanently unavailable.
In both cases, there is no recovery or reclaim process for that specific Outlook.com address. The address should be treated as permanently unavailable, even if sign-in and recovery tools do not reveal an active account.
The only supported options are:
- Use a different Outlook.com address (for example, a variation of the desired name), or
