Microsoft 365 Developer Program: cannot create sandbox (HTTP 404)

I joined the Microsoft 365 Developer Program using <Removed PII>@outlook.com.

The dashboard shows “You don’t currently qualify for a Microsoft 365 Developer Program sandbox subscription.”

The /profile/sandbox URL returns HTTP 404.

I have already disabled VPN, cleared cache, and retried multiple times.

Please reset my Developer Program record or manually attach a new E5 sandbox tenant.
