Dear Daun (Daniel) Lee
Thank you for reaching out to the Q&A Forum.
Could you please share the exact error message you see during Checkout (copy/paste the text, or a screenshot with any sensitive info hidden)? That will help determine whether it’s a billing/commerce restriction, a permissions issue, or something else.
Based on my experience (I’m also using an E5 Developer tenant), this is the usual path to purchase add-ons: Billing > Your products > select the E5 subscription > scroll down to “Add-ons”. If you don’t have any add-ons yet, select “Find more add-ons in Purchase services” to navigate to the purchase page.
However, in my tenant, the only Copilot-related service I can see is Copilot Studio.
You may also want to reference the AI answer and this thread for additional context. This describes other users seeing similar behavior, which suggests the capability may still be rolling out and not consistently available yet: Will a new Microsoft 365 Development tenant already be commercially activated - that is being capable to buy Copilot licenses)?
I hope this information is helpful.
