Purchasing add-on to E5 Dev Env

I set up dev env of E5 licenses after Jan. 22, 2026. Tried to purchase add-on which was not successful. Learned that it was by design that no purchases available for dev env. And I encountered this article https://devblogs.microsoft.com/microsoft365dev/new-capabilities-and-enhancements-for-m365-developer-program/ which says "New Developer Program members will receive sandboxes that support add-on license purchases, including Microsoft 365 Copilot. This rollout begins at Microsoft Ignite 2025 (November 18–21)." Am I missing something or the pronouncement has not been fulfilled?

Could you please share the exact error message you see during Checkout (copy/paste the text, or a screenshot with any sensitive info hidden)? That will help determine whether it’s a billing/commerce restriction, a permissions issue, or something else.

Based on my experience (I’m also using an E5 Developer tenant), this is the usual path to purchase add-ons: Billing > Your products > select the E5 subscription > scroll down to “Add-ons”. If you don’t have any add-ons yet, select “Find more add-ons in Purchase services” to navigate to the purchase page.

However, in my tenant, the only Copilot-related service I can see is Copilot Studio.
