M365 developer registration stucked

Hi,

My Microsoft 365 Developer Program account is stuck in a “You don't currently qualify for a Microsoft 365 Developer Program sandbox subscription” state.

The registration form is saved, phone verification succeeded, but the sandbox option does not appear and the admin center does not open.

Could you please reset or activate my Developer Program eligibility?
