Hello, thank you for your reply.

The account recovery form is the only way to recover your account.

What problems did you encounter after filling out the account recovery form?

    Hello,

In this situation, you need to fill out an account recovery form. The more complete the information you provide, the faster your account can be restored.

The account is locked because activity on it may have violated the Microsoft Terms of Use or triggered a security lock. Access can only be restored through the official self-service flows; support agents and forums cannot unlock it manually.

    Follow these steps:

    1. Go to https://account.microsoft.com and try to sign in with the locked Hotmail address.
    2. When prompted, request a security code. Any phone number that can receive SMS can be used; it does not need to be associated with the account and does not need to be a smartphone.
    3. Enter the code to unlock the account. You may be required to create a new password. Use a strong password as described in the guidance on how to help keep a Microsoft account secure.

If no verification code is received:

    1. Go to the Security basics page and sign in if possible: https://account.microsoft.com/security.
    2. Select Update info and choose a method that works, or select I don't have any of these to replace security info.
    3. If using another Microsoft email (Outlook/Hotmail/Live/MSN) as the alternate address, use a private/incognito browser window so both accounts can stay signed in while retrieving the code.
    4. If verification options are exhausted or blocked, wait for the lockout period to expire (typically about 24 hours) before trying again, as repeated attempts can extend the cooldown.

If still unable to sign in or receive codes:

    1. Use the Microsoft account sign-in helper to diagnose sign-in issues.
    2. If the sign-in helper cannot resolve it, use the account recovery form (ACSR) from a familiar device and network, providing as much accurate information as possible (past passwords, contacts, recent subjects, etc.).
    3. If the daily submission limit is reached, wait until the next day before submitting again.

If none of the above works, contact Microsoft Support via the official Contact Support page and choose the Microsoft account/account recovery path. Note that, for security reasons, support agents cannot send verification codes, password reset links, or directly change account details; they can only guide through the existing recovery tools.

The new account that was created can be used to receive communications and as an alternate email during recovery, but it cannot be used by support to bypass the automated recovery and unlock the old Hotmail account.
