Recover files that were emptied from the one-drive recycle bin for personal account

I accidentally put incorrect folders in my OneDrive recycle bin and then emptied it. Is there a way to recover these files now? I restored my OneDrive back to the previous hour, but the files are not recovered with it.

If I save an Outlook email (not a PDF) on to my hard drive or computer server can I still access/see the email once it is deleted from my outlook?

I have Drag and Dropped some of my emails from my Outlook to my hard drive and am wondering if the email will still be readable after I delete the email from my Outlook? And does this Drag and Dropped email take up my storage in Outlook?

Developer Ribbon greys out check boxes, etc.

I haven't used the Developer ribbon for a while, but have always been able to insert check boxes, text boxes, etc., Now they are greyed out. I can't find anything in preferences to change that. It seems to be okay in Excel. Any suggestions?

Old worksheet now using in excel 365 online but can't remove the sheet header.
