Restrict users from downloading/saving data to local storage

Scenario:

Anil is a X-Company user using his windows personal laptop for company's work.

Currently, he can open, edit, download, save a copy and Export of an EXCEL file from X-Company's OneDrive to any location using his desktop EXCEL client.

X-Company wants to restrict Anil from download, save a copy and Export when this file gets save/downloaded to a location other than the X-Company's OneDrive itself.

Any 'save as'., where Anil saves the new version in the X-Company's OneDrive should still be allowed. Likewise, for SharePoint.

For example: restricting from saving to local storage of personal laptop also and to online location like Dropbox account, etc.

Please let us know if you have any solutions for this (Similarly for word, PPT also). ================================================================= We've a temporary work around by limiting access to use browser but we don't want to limit the access to use desktop clients. Also, labelling the files and file restrictions before sharing is also not an option for us.

    According to your issue, that configuring and restricting user actions as requested may involve sensitivity labels function in Microsoft Purview which we lack of detailed system needed to troubleshoot this effectively , I suggest you raise a support ticket from the Microsoft 365 admin center, where the related team can perform a remote session to investigate the situation, verify the backend configurations, and run any necessary synchronization tools to resolve the problem. 

    If the issue requires further attention, they can escalate it to a specialized team for deeper analysis.
