Just for someone else stuck with this issue, here is what I did.
The error ERROR_VUE_WIDE_BLOCK means multiple payment failure, after whic vue system automatically locks the account.
You would need to unblock your account.
For that
- visit the url - https://www.pearsonvue.com/us/en/theopengroup.html?tab=asia-pacific-region
- find the toll-free contact number for your locality
- over the call, they will ask for few details (for verification)
- post that they will unblock your account
