Error Code: 0x80004002 Cannot Install App From MS Store

I just reimaged my Win 11 computer and am having problems trying to download and install Dolby Access which was originally installed on the computer. I followed a "solution" to troubleshoot Windows Update. That also errored out with the following message. I did a SFC /SCANNOW and it found no errors. Why is this happening? Running Windows 11 Pro, 2024 Alienware 18.
