Based on what you've shared, this is a common and understandable point of confusion for many new developers joining the program, and you've put efforts in troubleshooting so far.
The Microsoft 365 Developer Program sandbox is intended for individual developers who are actively building solutions. Sometimes, if the system detects duplicate accounts, previous program participation, or if the profile information doesn’t fully align with the eligibility requirements, access may be restricted.
If you previously had a Developer Program profile linked to another email, it’s possible that the system has flagged your new account as a duplicate. The program is limited to one active sandbox per individual.
Additionally, according to this Microsoft 365 Developer Program blog, as of February 2024, Microsoft has tightened eligibility requirements for access to the free Microsoft 365 E5 developer sandbox. Eligibility is determined by an automated system, and unfortunately, manual reviews are not currently supported for sandbox access requests. As a moderator, I'm here to provide guidance, but I cannot directly override the eligibility system.
The key is to prove to the automated system that you are a developer:
- Ensure your Microsoft account profile is fully complete and up to date.
- Wait another 24-48 hours, as sometimes eligibility updates can take time.
- Clear your browser cache and cookies, or use a private/incognito window to log back into the Microsoft 365 Developer Program dashboard and try to set up your sandbox again.
