    Hello Soundhar M,

Welcome to the Microsoft Q&A and thank you for posting your questions here.

I understand that you got an Error "An error has occurred while connecting "ACSTestService". Try again or select another cognitive service".

This error could be due to a few reasons:

    1. You might be having Resource Group Mismatch
    2. It might be Portal Issue.
    3. It might also be Connection to Session Border Controller (SBC).

The similar question has been answered by @VenkateshDodda-MSFT on Microsoft Q&A check out with this link: https://learn.microsoft.com/en-us/answers/questions/1395802/not-able-to-connect-azure-cognitive-services-with.

Also, check below links for more insightful ways to solve these issues:

    Finally,

    1. Ensure that your Azure Cognitive Service is in the same resource group as your Azure Communication Service. The UI filters by resource group, so if they're not in the same group, you might not be able to see or select the Cognitive Service.
    2. If you've confirmed that the resources are in the same group but still encounter the issue, it could be a problem with the Azure portal. In this case, you might want to try again later or contact Azure support.
    3. If you're using direct routing to make outbound calls from an app built on Azure Communication Services SDK to a SBC, you might experience issues like connection not being established. In this case, you might want to check the connection to the SBC.

All the links provided above will give you more details about the steps to take.
