Thanks for the question and using MS Q&A platform.
Currently, Azure Data Share is only supported in Public and Government cloud today and allows for sharing across tenants, subscriptions, resource groups.
For sharing via email, Azure Data Studio do not prevent sending to personal email as there are use cases for customers with personal email. However, via API, one can specify object ID of the service principal or user and the tenant ID for the recipient. Here is API documentation and more specifically the create invitation details.
