The offer must clearly and conspicuously disclose all material terms and obtain users’ express informed consent.
Pricing and billing models must be truthful, accurate, and easy to understand, complying with Microsoft Advertising Information Integrity and Misleading Content policies.
Ads must state when conditions apply.
Default pricing must be in the local currency of the targeted market (e.g., USD for U.S. offers).
Services that use virtual currencies (e.g., tokens, credits, or coins) must clearly and prominently disclose the real-world monetary value of those currencies prior to any user commitment, purchase, or subscription.
Advertised offers must match the landing page.
Advertised travel offers must be easily accessible within two clicks from the landing page.
Goods and services with prices that depend on the user’s location, add-on preferences, and applicable taxes must specify the price baseline.

Free Offers and Price Promises
Offers featuring $0 pricing for mobile phones and tablets are allowed with the following conditions:
- All costs and contract terms must be prominently disclosed alongside $0 messaging (e.g., "only with 12-month contract").
- Offers for $0 upfront pricing with an installment plan are allowed in U.S. only, must clearly state costs, terms, and conditions (e.g., "installment plan required") on the landing page, and cannot be marketed as "free."
Free or $0 offers are prohibited if the user must pay any portion, including delivery, fees, or taxes, as this is considered misleading.
If complimentary goods or services are included with a purchase, the ad must clearly disclose any costs related to the complimentary item (such as shipping or fees) and the duration of the promotional offer.
Ads offering free goods or services must deliver the same items described in the ad and may not mislead users by substituting lesser or unrelated items.
The landing page must prominently feature any special prices, discounts, or free offers described in the ad.
For example, if the ad offers select movies at 50% off, the landing page must feature those select movies that are 50% off.
Savings, Rebates, and Discounts
- Discounts and rebates must be clearly stated in the ad copy, landing page, or at checkout. Base checkout prices cannot exceed those featured in the ad.
- Misleading savings claims (e.g., fake “going-out-of-business” sales) are prohibited.
- Savings, rebate, and discount claims must comply with local regulations, including "free offers," "clearance" pricing, and savings calculations (e.g., "Save X%" or "Now $X off").
Subscription Services
- Pricing, billing frequency, duration, auto-renewals, and refund policies must be clearly disclosed to users before they subscribe.
- If a temporary promotional price applies, the end date of the promotional period and the regular price that applies at the end of the promotional period must be clearly disclosed prior to the subscription.
- A prominent opt-in mechanism (e.g., checkbox) must be presented to users to confirm acceptance of terms before entering personal data. The user must not be able to proceed without opting in.
- Cancellation must be straightforward, easy to access, and clearly explained.
Tolled Numbers & Shipping Terms
Advertising for 800 and 900 pay per call services must disclose the cost of the call.
