According to your concern, in the new Outlook, you can remove or add attendees without sending updates to everyone. When you edit the attendee list, Outlook will display an option to send updates only to attendees whose status has changed. 

To remove an attendee without notifying others: 

  1. Open the meeting in Outlook. 
  2. Remove the attendee from the participant list. 
  3. Click Send. 
  4. In the prompt that appears, select Only added or removed attendees.
