Before proceeding, could you please confirm whether the status showing Failed is actually marked as Rejected?

For this reason, I highly recommend that you raise a support ticket through the Microsoft 365 Admin Center, so the Microsoft team can review your case and advise reopening the process or resubmitting documents.
To create a Support ticket, you can go to: Microsoft 365 admin center
1.When you click Help & Support in the bottom-left corner, a Support Assistance panel will appear.
2.In the text box, you can type: "request an agent contact to me via email or phone" and press Enter.
3.After that, please look at the bottom-left corner of the panel. You will see a blue link that says, "Contact Support"; you click on it.
4.You will then have two options: Support via phone or Support via email. You can choose Email.
5.Then, a form will appear where you can enter your contact details and describe the issue you are facing. In the description, you can use the following sample:
“Hello,
Our organization attempted to complete the KYC (Know Your Customer) verification for Teams Phone services, but it failed.
We need guidance on how to proceed. Please advise if the process can be reopened or if we can resubmit the required documents.
Details:
- Tenant ID: [Insert Tenant ID]
- Country/Region: [Insert Country]
- Attached: Legal business documents (business license, company registration)
We would like to reach out to the appropriate technical support team.”
