Unable to create Microsoft 365 Developer Program sandbox - “You don’t currently qualify”

Hello Microsoft 365 Developer Program team,

I created a new Microsoft account (******@outlook.com) to join the Microsoft 365 Developer Program, but I receive this message on the dashboard:

“You don’t currently qualify for a Microsoft 365 Developer Program sandbox subscription.”

This account is completely new and has never had a sandbox associated with it.

I also registered it using a different phone number than my previous account.

However, I still receive the same qualification message.

I have tried:

  • Using different browsers and devices
  • Clearing cookies
  • Registering again with a fresh account
  • Verifying my profile details

It seems that my old Developer Program identity (from a previous tenant that is expired and disabled) may still be linked to my personal details, preventing me from creating a new sandbox.

Could you please reset my Microsoft 365 Developer Program profile/identity so that I can create a new sandbox using this new account?
