Hardware upgrade:

  • Replaced motherboard, CPU, and RAM

Same system drive and Windows install (no reinstall)

System:

Windows 11 Pro

License channel: Retail

License originally from Windows 8 upgrade

Problem:

Windows not activated after hardware change

Error: 0xC004F211

Things already tried:

Activation Troubleshooter

"I changed hardware on this device recently"

Verified Microsoft account login

Device appears in my Microsoft account device list

slmgr /ato

slmgr /dti

slmgr /rilc

  • Attempted phone activation (slui 04) — nothing opens
  • Tried Microsoft activation website using Installation ID - got rejected

Notes:

System has internet access

All drivers installed

Windows installation was not reinstalled

Microsoft have blocked the use of Windows 7 or 8 licences for activation of Windows 10 (outside the free upgrade period, 2015 to 2016) and no longer allow an upgraded Windows 10 licence for activation of Windows 11.

Originally the free upgrade for Windows 10 (from Windows 7 or 8) was for the life of the device. You have changed a major component that is part of activation (the motherboard) so the previous licence is no longer valid.

You need to buy a new Windows 11 licence.

    Hi,

In this case, the previous license was a retail Windows 8 license, and it was upgraded to Windows 10 and later to Windows 11. It's not being recognized because if it's a Pro version of Windows 8 (FPP), it might change to a 10/11 Pro OEM version.

If it was an upgrade and you purchased a license, you will have to contact support. You can activate it offline if you have the 25-digit key. If it's an FPP, do you have it?

The best way to contact Microsoft is using Home chat. Access the link below and type "Windows." Below, there will be a Contact Support option.

Enter your details to open the chat, and a Microsoft agent will assist you.

To confirm, do not perform any procedures before confirming with Microsoft Support.

Ive tried all that, like I listed in the original post. Ive been trying to contact someone in customer support directly, even called these 3 numbers (1-888-571-2048, 1-800-642-7676, 1-800-892-5234) everything is automated and AI machine answering.

I havent found a way to talk with someone directly to fix this.

Error 0xC004F211 indicates Windows detects a significant hardware change (such as a motherboard replacement) and no longer finds a matching license for the new hardware.

For a retail or upgrade license after a motherboard change, the supported manual options are:

    1. Try reactivation via Activation settings and Troubleshooter
    2. Open Start > Settings > System > Activation.
    3. If shown as not activated, select Troubleshoot.
    4. When prompted, choose the option indicating that hardware was changed recently and follow the on‑screen steps.
    5. If the troubleshooter can’t resolve it, it should show a link such as reactivate after a hardware change. Use that path to attempt to transfer the license to the new hardware.

If the troubleshooter still cannot reactivate and continues to show 0xC004F211, proceed to step 2.

    1. Use an existing product key, if available

If there is a Windows product key that was used on this device before the hardware change (for example, from the original Windows 8/10 retail purchase or upgrade):

    1. Go to Start > Settings > System > Activation.
    2. Select Change product key.
    3. Enter the product key and complete activation.

If this succeeds, the license will be bound to the new hardware.

    1. If no working key and troubleshooter fails, contact Microsoft support

    When:

    • The license is retail/upgrade,
    • The hardware has changed (motherboard), and
    • The Activation troubleshooter and product-key methods do not work,

then the remaining supported path is direct assistance from Microsoft so the license can be reactivated or re‑associated with the new hardware. This is also the outcome in similar cases where:

    • The digital license is retail or from an upgrade, and
    • Troubleshooter cannot find a matching device or reports no product key found.

In such cases, Microsoft support can look up the digital license on the account and manually reactivate Windows or provide a working activation path. If phone activation (slui 04) does not open or the online Installation ID path is rejected, contacting support is required to complete activation.

If Windows originally came preinstalled (OEM) on a different motherboard, and no separate retail license or key exists, a new license purchase may be required after a motherboard replacement.
