    Hi Band Scurvy,

    Thank you for reaching out.

What you’re seeing can be normal with Insider builds. In the 26300-series builds, many changes are released through Controlled Feature Rollout, so not every device receives the same features at the same time, even when running the same build.

Based on the currently published release information around this build, the larger UI changes you mentioned (such as a new startup animation, redesigned Run dialog, or vertical taskbar) are not part of the officially documented public changes for these notes. That usually means they may be experimental, limited to a small subset of devices, or referenced from unofficial reports rather than something guaranteed for everyone on that build.

If your device is already updated to this build and those changes are still not showing, the most likely explanation is that the features have not rolled out to your device yet or are not currently enabled for general Insider availability. Microsoft’s Insider documentation also confirms that some features are released gradually and can appear at different times across devices.

I understand this can be confusing when feature lists online do not match what appears after the update. Hopefully this helps clarify why the build may look different on your PC, and I appreciate you taking the time to check and report it.

Build 26300.8289 is an Experimental/Dev Channel Insider build where many changes are controlled by staged rollouts and feature flags. Not every device receives every visual or UX change immediately, even after installing the build.

From the official release notes for 26300.8289, only a small set of user-visible changes is guaranteed in this build:

    • Windows Update experience changes (skip updates during OOBE, extend update pauses, more shutdown/restart options with updating, more insight into available updates).
    • Print driver HWID changes for the Internet Protocol Print driver.
    • A small Start menu improvement: better detection of clicks at the leftmost edge of the taskbar when icons are left‑aligned.
    • Group Policy Editor error fix.
    • Times New Roman font improvements for combining diacritics.

Features such as a new startup animation, redesigned Run dialog, or vertical taskbar are not listed in the official 26300.8289 notes. If these were mentioned in blogs, leaks, or non‑official sources, they are either:

    • Not part of this build, or
    • Hidden/experimental features that may only be enabled for a subset of Insiders via Controlled Feature Rollout or internal feature flags, and may never ship broadly.

Additionally, the Experimental/Dev channel uses Controlled Feature Rollout. Even for documented features, only some devices see them at first. The notes explicitly state that:

    • Many features are rolled out using Controlled Feature Rollout, starting with a subset of Insiders.
    • Features and experiences in these builds may change, be removed, or never release beyond Insiders.

If the device is on 26300.8289 and the expected visual changes are not present, this is normal behavior for this channel. Only the changes listed in the official notes can be relied on, and other rumored UI changes may not be available or may be gated behind internal flags that are not broadly exposed.
