What you’re seeing can be normal with Insider builds. In the 26300-series builds, many changes are released through Controlled Feature Rollout, so not every device receives the same features at the same time, even when running the same build.
Based on the currently published release information around this build, the larger UI changes you mentioned (such as a new startup animation, redesigned Run dialog, or vertical taskbar) are not part of the officially documented public changes for these notes. That usually means they may be experimental, limited to a small subset of devices, or referenced from unofficial reports rather than something guaranteed for everyone on that build.
If your device is already updated to this build and those changes are still not showing, the most likely explanation is that the features have not rolled out to your device yet or are not currently enabled for general Insider availability. Microsoft’s Insider documentation also confirms that some features are released gradually and can appear at different times across devices.
