Windows 11 - unable to set up Windows Hello PIN

Something happened with my PIN and I am unsuccessful in setting up a new PIN - I get the "something went wrong, we weren't able to set up your pin" message. I've restarted the laptop and made sure all Windows Updates are current.

While my account is set up as the Admin, I've been unsuccessful in deleting the NCG file.

I've also tried the Windows Update Recovery option which did not resolve the issue.

    Command prompt is showing windows system32 where it's not accepting any command. Typing help is also not working.

    The PIN is no longer showing as an option, so the Forget and Remove PIN options are available.

    What is the process to use an alternate account or built-in Administrator account is needed to repair the profile? My account shows as Administrator, but is not allowing me to delete the NCG file.
